De eis betekent dat Brussel in de periode 2007-2013 niet meer dan 815 miljard euro mag uitgeven, een stijging met 6,5 procent ten opzichte van 1999-2006
Het leidt er toe dat op jaarbasis de uitgaven stijgen van de huidige 106 miljard euro naar uiteindelijk 143 miljard euro in 2013.

One third of EU citizens unaware of European Constitution
A new poll has shown that a high percentage of EU citizens feel they know little about its content and a third are completely unaware of the document.
Just 11 percent of EU citizens have heard of the Constitution and feel they know its contents.
Thirty-three percent have never heard of the new EU charter
In individual member states, the figures are higher – 50% of Britons, 45% of Irish and 39% of Portuguese are unaware of the document.
There is also a high lack of knowledge about what is in the 460-article treaty Overall, 56% say they know very little about it contents.
The Constitution, which will introduce an EU foreign minister, a permanent chair of the EU and greater powers to the European Parliament, has to be ratified by all 25 member states before it can come into force.
– More than half of EU member states have serious long-term economic problems which threaten the sustainability of their public finances, the European Commission has warned.
Brussels warned that the increasing pension liabilities – as populations age – along with high levels of debt are making European public finance systems increasingly unstable.

Euro countries singled out for criticism are Belgium, Germany, Greece, Spain, France, Italy and Portugal. The others were Cyprus, the Czech Republic, Hungary, Malta, Poland, Slovenia and Slovakia.
